Start Menu Issue...

This problem happened in the last WM6.1 Build as well as the new 6.5 Build. Sometimes the Start menu opens up... but sometimes it doesn't, at all. The start menu button doesn't work, and the start menu on the touch screen does not work. Sometimes randomly when its not working it will start working again. I don't know what to do. I tried searching for this issue but can't find anything.
