XDA's development and hacking section, of course! You can also try freewarepocketpc.net as they usually host apps found on some of the most popular developer sites.

Yeah, Googling keywords like "PPC apps" or "free PPC apps" will yield lots of sites. There are several warez aites also but we cannot talk about them here but my point is they are out there.
