Question for the tech gurus about RAM. :)

Why is it that PPC's like the Mogul severely lack in the amount of RAM, but the ROM is an acceptable size? I'd take 100MB of ROM if I could have 128MB of RAM.

Is there some sort of benefit to the developer, or are they limited or something? I'm really curious.
