So in order for me to even stand a chance at getting this Bell device to turn on the GPS I will need to upgrade the Radio ....

Yes. I doubt you have a GPS radio.

Settings then device info then what radio version? If over 3.37 then it is gps compatible. GPS might work then if Bell hasn't locked it out. If it is locked out you still have to flash.
