sounds like he still wants to use data occasionally, so I would say set the data disconnect timer low and maybe the long press End key data cab

Install NoData (I believe it is in the Kitchen, or just use the .CAB)
Then toggle your data connection "off". When you need a data connection, you can use NoData to toggle it back on It is free and can be downloaded from http://www.modaco.com/content/pocket...tility-nodata/ If this helps, please click the "Thanks" button.
