You have to take into consideration what programs are launching when the device starts up, plus the programs/plugin's that are running on the Today screen. After a fresh soft-reset I have about 68%. The number quickly dwindles the moment I start utilizing any applications.

The 70 to 80 percent is how much memory the OP said is being used, not how much they have free, those would be one heck of a set of hacks. I get between 50 and 60 percent after a soft rest. I have Weather To Go, also anything like mail, weather to go or palringo I manage instead of letting it do an auto update. I also run MemMaid, but there are some free memory management programs that are just as good.

Try either SKTools or MemMaid to help with memory issues (e.g., clearing out internet temp files, bad shortcuts, invalid reg entries, etc.).
