Anyone know how to make a picture template?

Wow I really thought it would be easy when I first looked at it..and it probably is but I just cant figure it out..
I read a tutorial on how to make them but I still cant figure it out.

That tutorial is just about 4 years old and all the images showing progress are gone so its really hard to figure it out.. Its something like an animated gif file though with some sort of layer mask.

Anyhow if somebody knows how please share cuz Id like to make some myself. Or Ill keep trying to understand how to do it when I get a minute every now and then.
