Mogul would not leave emergency mode!

Today, I had the pleasure of calling 911 to report that my car had been broken into. I called 911 and had no issues connecting and the entire callw as fine. However, after I ended the call, the phone remained in EMERGENCY MODE and gave me no option to exit it. It would not let me make any calls (other than to 911), or send a text message. The only way to leave emergency mode was to do a soft reset. Has anyone else ever experienced this before?
