Have you tried Start - Settings - Menus and then place a checkmark next to the item you want pinned?
I'm still running stock 6.0, but this shouldn't have changed. You can also just place a shortcut in \Windows\Start Menu.

look for quick menu for cascading menus, that is when folders will show up in the start menu...
