Force to use WiFi instead of EV/1X Cellular For Data?

Is there a way to force the device to use its WiFi instead of EV when the phone is on? Or is there a way to tell, When I click the data icon it says connected to both.

Have you tried turning the data off in the Comm Manager? You should be able to toggle it off if you are using wifi.
