EVDO Envy, Alltel PRL's and Rev A "Florida"

Well I looked and looked and cant seem to come up with an answer to this one. It seems everyone has 600+ Download 100+ Upload speeds after installing 3.16 and GPS that works.

I have Alltel service, the HTC PPC 6800, updated to latest No2Chem, 3.16, 3.27. Tried PRL's 40029 and 30029. Checked to make sure I have EVDO Rev A. available in ZIP 34229 via http://www.evdoforums.com/thread5614.html
Changed my TcpWindowSize to 98304, Tried switching from Roaming only to Carrier only to auto only on tower connections but cant get over 300kbps dl 107 up. What am I doing wrong or what have I missed? My phone shows EV in tethering mode. I see others on here with 1k speeds and I;d like the same.

http://www.cellreception.com/towers/index.html

Shows I have a tower 3 miles from my house. How do I find out if it has a T-1 or EVDO RevA?

Link to my GPS problem.

No doubt this is Rev A. If you know someone with a data card, you can look at the connection info on a Rev A Data Card and it will tell you if it is Rev A ........ I think. I have had mine plugged into a router for a year, so I can't remember for sure.
