WM6.1.. but no GPS/Rev A?

I've got this on my Device Info page:

ROM version: dcd 2.1.0
ROM date: 12/05/07
Radio version: 3.27

But I'm still only getting 300kbps from dslreports. I'm on Alltel in an EVDO area, but what gives? I'm pretty sure there's Rev A coverage here, MI and FL are their biggest states.

I've heard/read about 3.16, but is that necessary for Rev A? I thought it was just the radio, which is up-to-date, 3.27. Maybe I don't have the right ROM? I just seems to me there wouldn't be a WM6.1 WITHOUT Rev A or GPS.

Any Michigan Alltel users here in the same position I am?
