Yes, SVD will work in 3G as well on the Thunderbolt. This is not a feature supported by VZW but the phone hardware must be configured to use it as well. So, just because a phone is coming out after VZW added this ability doesn't mean it will have SVD unless the OEM built it in.

It doesn't matter what the OEM thinks they can or can't do with whatever hardware they're building, it is a limitation of the chipset from Qualcomm, CDMA and EVDO are the same chip so it can only use one at a time.
Besides, Verizon already confirmed it will only do SVD in a 4G area, you leave LTE and you lose SVD, just like with Sprint if you leave WiMax you lose SVD
