It varies phone to phone, but they are generally released by the carrier after testing internally. It could be a few months or longer before seeing any update. It really depends on whether there are any serious issues with the ROM or not as to how fast they generally put out a new one.

Typically it would be the Vendor that releases updates, So HTC for the Imagio. Microsoft will release OS updates but then they give it to the vendors to do their customizations. Example, I had a Samsung I-760 before my Imagio. It came stock with winmo 6, but on samsungs site they have a 6.1 update. Verizon may advertise it under the phone support section but they will link you to the Vendor page.
