I believe SMS does not use the data network like Internet, email etc do, but rather a small channel on the voice network since the messages are such small blocks. So when on WiFi, the phone is probably unable to switch to that channel for the SMS. Just a semi-educated guess based on what I recall. Look up SMS for the technical details.

that would make sense, I don't know why I didn't realize that before. Just like if you put a data block you can't get MMS.

On Verizon Windows Phones, MMS must connect to the data network on Verizon's servers that only authenticate using Verizon data. If you try and send/download MMS messages via wifi or any other data means, it will not work because it is not authenticating on Verizon's servers.
