Regedit to Block data? Want to give phone to kid

There is a small application that I use to manually turn off data that works better than other applications that I've seen built in to custom ROMs. You have to turn it off and on and if you for instance reset the phone it may turn the data back on so you have to keep monitoring it. Not what you want, but maybe it can help. Just copy it to your programs folder.
