sending attachemnt with activesync

Anyone know where you can adjust the SENDING attachment size for email when using an Exchange account? The Exchange policy seems to control the incoming/inbox attachment size only in the Mobile device policy so that doesn't seem to be useful. My Exchange Org is set to 15 MB attachments in/out but I can't even send a 4 MB one from my phone. Any ideas?
