I had the same issues as cinnr (post #9) did. It was explained to me that it could be due to having landscape activated (via a cab). That, along with the cab in post #5 maybe is what disables the home screen scrolling??? I kept the landscape enabled but used a different background cab and now the homescreen scrolling works as it should.

Oh you used the cab Keith posted? Hmm I've never used that so I can't respond, but I can assure you that using HDWall will not do this.

EDIT -

actually remembered / figured out what this did - on the home screen, instead of having 0 missed calls and 0 voicemails listed, with lines in between, with this cab installed, i have 0 missed calls, then 2 lines, and my calendar. the 0 voicemails piece is missing.

Is that expected? I know you use CleanSlate, but I don't.
