if the cab is posted on another website you could easily copy and paste the link here too.

To answer your question, if you have the CAB on your PC, hit "Reply" then scroll down a bit, "click on manage attachments" then you'll see a box telling you to browse for the file that you want to upload, select the CAB file off your computer, click "upload" give it a few seconds and it will be attached to your message. Then just type your response message and hit "submit reply" and you'll see it.

This may be what you're looking for. I'm going to try to attach the cab here but I'm pretty new at this. The cab is called "Background 4 all tabs cab". It gives the same background (whatever you choose) in all the tabs.
