Carrier provisioning?

So i'm completely new to GSM world and have a dumb question. Since i assume everything runs off of your SIM card (data/voice) there is no longer a need for a provisioning cab like in CDMA world? Basically you should be able to flash and go...

i beleive carrier provisioning was started because some phone are avaliable on several networks like the tp2
even though hd2 is avaliable on several markets the us version is the only version rom you can put on this phone so i dont beleive we need carrier provision

You're right, you don't need any carrier provisioning. Everything that dictates which network you connect to and all related settings etc are stored on the SIM card.
