I think you missed the question. If I were to set S-ON (Filter for signed filters (cert'd) only) and I loaded a Rom in PC36IMG.zip file wrapper, would it load?

No.
A) You need to be S-OFF to flash unsigned updates
B)The rom would have to have been released in .IMG format, which would be a stupid thing for the chefs to do.

If you open a PC36IMG, inside you will see files with this nomenclature:
*Name of partition*.IMG

If you're S-OFF, you can swap out a recovery img in there, but as far as the data and system images go, good luck finding one in the proper format.
