My theory is that when they are off, the CPU is spending way too much processing time polling those devices and timing out, thus causing drain. But when they are on, they respond immediately and go idle.

i have to agree at least with the wifi, cuase when i have wifi on, my battery (on sleep) barely goes down at all...The Evo can stay off for hours and i dont even see more a few % of loss battery, which is not the case over 3g (i even get better battery with 4G on vs. 3g)..not sure what' s the deal there... (im using stock rom with latest update, btw).

Ok, it's 3:30 and I am at 63%. I turned everything but 4G on and disabled always on mobile and data roaming, let's see what happens. I do currently have a wifi connection but I won't in a little while.
