Settings - Privacy - Factory data reset.

You can also boot into recovery and look under wipe.

It won't turn on at all?? Can't even get the boot screen to show up? Im not sure an OTA could break a phone to that extent.

This would be the only way I know of if the phones isn't turning on as it boots to a recovery screen. Have you tried this? You would do it when the phone is off.

Yeah that should work. One that opens just select recovery from the menu.
