Last i read, video calling is only with 4G or wifi, at least that's the given restrictions at this point.
There was an article out from pcmag about whether the iphone 4 will have video chat because of the issue of 3G not being able to handle video chat well. Skype says the problems are going to be both network centric and device centric regarding video chat, and i have yet to see any other evidence of video chat outside of the qik videos on youtube. So, it looks like to me, unless skype specifically writes for video chat and okays it, I don't see any native video chat directly from the call interface (from HTC), and there's no other software unless you're running qik.
