If you're not out of contract and you're not close to it, I wouldn't think you have good chances of getting it for 200. However, there is always luck and maybe you can find the right people that will hook it up. Chances are, you have to pay full price though.
I have no idea about the EVP or anything of that nature, but Sprint says they are not doing pre-orders on the EVO.

sigh.... i guess i didnt make myself too clear on my question. I am a premier member... does that mean ANYTHING? like i said i dont know what i am really talking about cause i am not too literate in the cell phone field. This will be the first time i buy a phone like this and didnt know what my options are and what i can do about being able to buy out the rest of the contract and re-up to get the phone for 199.99. and i just mentioned the preorder through sprint cause someone said something about if you had the EVP then you could and i was simply asking if there was any backing to that statement. I dont know if being a premier member will help me out in being able to get a better discount or what?

as far as i know, being a premiere member means you get to upgrade once per year instead of every two years. I think that's all you get in regards to getting the phone itself cheaper.

It means they'll give you a 2 year upgrade after 1 year from signing your last contract however, if youre not eligible for that they probably won't allow you to get an early upgrade because they still have you for more than half your contract, but sometimes ya never know, find out when your next 2 year upgrade is then call customer service and see if they can upgrade you early, i've seen heard a lot of stories of CS working with people to get "THE" phone
and as for your initial question, if you're not eligible for an upgrade but you're willing to pay the termination fee on your account to get the upgrade price, you're going to spend about $450 anyway so why not just pay unactivated and save yourself the hassle
