Please explain "Picture Mail" to an idiot

You can check your picturemail and see the status. It might say something like pending 2nd try or failed 3 attempts, etc... If it didn't go through, you can try resending it. I've had to do choose to resend sometimes to get a picturemail to finally get to its recipient.

I'm guessing they get delayed because of being in a bad signal area, being on the phone so data won't work, and/or the diamond's picturemail just kinda sucks.
