Magicall has a pickup&drop the call option witch sounds like what you are looking for - your phone wont ring and the caller will not make it to your VM.
I already have had Magicall installed for months and it works great but I am also looking for something where I can ignore individual calls on a "per call" basis without the call going to voicemail.
Sanyo devices had a feature called "Call Screen" where I was able to answer individual calls with a message of my choosing or just send the call to "dead air."

To do that the phone on the most basic level would actually have to answer the call to relay the message. I know of no applications that have been written for wince to do this or even if the hardware has been setup to support it.

Try the spb phone suite. It can block individual callers based on their phone numbers. All you need to do is add it to you blocked callers list. Its expensive, but it does a lot more than just that. Check out the website.
