They can make it work, but like he said you have to find a sales rep who is willing to break the rules. The best way is if you can find a third party carrier store. Like someone who owns the store themselves but offers different carrier services.

Problem solved: Bell will connect an "owner phone" to its service but not the data; so, it's just a phone. which is ok because I don't want to pay for data BUT I will have WiFi.
