That is HARD RESET. Do power + volume down + reset button for 15 seconds. Listen to your computer sounds while you are doing it. When it is connected to activesync, do this process (leaving it plugged in!), then you will hear the 'device disconnected' sound, after holding buttons for 15 seconds, release all buttons and wait about 30 seconds. Now you should hear 'device connected' sound indicating Microsoft USB Sync device detected (this is what it says in bootloader mode when reading from phone). Once you've got it there, you can flash the ROM and lock it if need be.

If you take it to a Sprint store, I bet they can even diagnose then flash the ROM again.
