Strange But Weird Question

Good morning everyone. I have a weird question to ask .

I have noticed with my diamond and my customers diamond that when the phone is dormant , just sitting there with the screen on the signal strength is either one or two bars if that but when the phone gets a call it jumps up to full bars . Whats the deal ? Why would it be limted till a phone call comes in
