Screen pop for internet sharing isn't working

Yesterday I plugged my phone into my laptop to do some browsing. I got the screen pop and chose internet sharing like usual but it failed to connect. So I disconnected it and reconnected to try again but it didn't pop the screen with the three options (internet sharing as the third). It hasn't poped ever since. I've tried several times using different ports on my laptop. I've used another laptop to try as well but it didn't work. I reset my phone. I pressed the hard reset button, I pulled the battery . I also went into settings/connections/USB to PC and unchecked the box (clear this box if active sync blablabla) but that didn't work either. It did reset my connect to my PC and the Active sync software poped on my PC butnot on the phone. I can't tether now. Any ideas?
