If you're able to browse using ICS, you should be able to use WMWifiRouter. If you can't browse with ICS alone, you'll need to fix it before proceeding.
I've never had any trouble with either ICS or WMWifiRouter while using Juicy's ROMs, so I don't have any suggestions for fixing them, but I know there are lots of people here who are way smarter than me who will be able to help.

Hey dj,
Can you please confirm if you get charged for tethering? I am with Telus and have a HTC Diamond with Juicy rom and would like to start tethering but I fear the charges. Also what should I be using to avoid charges if possible. wmwifi or ICS? Thanks!
