I found the solution on a sprint forum. Apparently htc knows about the issue.

Just follow the instructions and it will come back.

So I know a lot of you guys might not have Mac's...but their ability to detect drives seem to be much better than my PC. Anyways, I had the same problem as well but the problem is now fixed.

Here is what I did:

Used the USB cable that came with the box. Plugged it into Mac. I had Missing Sync installed to the phone when the computer detected the phone. Once synced to the mac, I mounted the phone using Missing Sync, there it was able to detect the internal storage. Once detected (while still plugged into computer), I went back to the phone and did Start > Settings > System > Clear Storage > Format internal storage only.

After I did that the full 3.xx gb was detected and now no problems.
