Speed of access is the big one (RW speed). Also on boot up the phone "external" 4GB might be initialized later in the boot sequence and thus not be accessible for certain types of drivers for example. This was a problem with some phones using external cards.

But would this be an issue once this in internal or should I treat it the same as if I was installing programs on external card?

Not all "internal" memory is the same. It's almost certain that the "storage memory" which includes the Firmware image ("ROM" although it's no longer Read-Only) is different from the 4GB of expansion memory. I would guess the expansion 4GB is likely standard Flash RAM, but they just avoided the physical MicroSD slot to save cost and (more likely) space.

The two will have different read/write speeds, and will be initialized and available at different points in the boot process. For utilities and such that you run once in the while, I'd store them on the expansion memory. For email attachements, photos, files, etc I'd use the expansion memory. But, for drivers, today plugins, etc, I'd load them into the main storage memory.

As in many things, others may disagree.

I was the OP. Since I'm on Sprint, and I know that Sprint loads up their ROMs with a ton of junk, I considered it a worst case scenario

Others are welcome to post free memory, just make sure to specify what ROM you're using.
