Can someone please point me in the direction of a link or thread that tells me how to change the font in the top and bottom bars to match the rest of the fonts in TF3D?

Some of the font changing cabs are TF3D only. The ones that are listed as TF3D and Windows font should change the font in the top and bottom bars. The bars fonts change along with Windows font.

I believe there are some font changing threads on XDA too.
