Hi. I've had my Sprint Diamond for about a year now, and I am kinda getting tired of the stock rom. After I flash over to another rom, I was wondering if reinstalling my programs were as easy as just extracting the cab file. I've never done this before so wish me luck!

Yes, but it's not "extracting" per se, it's installing them. If you spend the time to get it setup properly/to your liking, the best thing you could use for this process is Sashimi. It's over at Winmo Experts forums. The developer has all sorts of help vids to walk you through using it. It will allow you to re-do ANYTHING on your phone after a flash. It's very simple once you figure it out.
