Can't power off Arrive when connected to AC charger cable, it keeps rebooting!

I can power off the Arrive without an issue when NOT connected to the AC charger cable but when it is connected to the charging cable it keeps on powering off and then rebooting.

When shutting down the phone I hold the power button on top until the screen says "slide down to power off" which I always do and then see the "goodbye" message.

Has anyone had this happen and how did you resolve the issue?

Full power off does not exist with AC power on WP devices, I saw this on my HD7 too so it's not a hardware issue.

Don't you think that is a strange way to program these phones? Many people charge their phones overnight and usually power them off when doing so.

I think it's because the sleep/standby function in WP uses less power than others so the phone will charge like its totally powered off. It was a shock to me at first too but then I realized that.

I've never did that before. I always want my phone on to get phone calls...

and yes, my HTC Trophy (Verizon) does the same thing. If I let the battery run till it's dead, it will do that.

To charge while Power OFF -

Remove Battery.
Plug in Charger.
Replace Battery.

Your phone will not turn on again until you press the Power Button.
