Correction:

PT_Ril_Apac_206301.sa updates the rilphone.dll file on the device. RILphone.dll is part of what allows Windows Mobile to interface with the CDMA radio in the phone (RIL stands for Radio Interface Layer). I do not know specifically what the new version does, but my guess is it's got something to do with data roaming.

More specifically, sheureka (who's no slouch in the 6700 scene) verifies:

I just installed only the PRI update and I can confirm that data roaming is now working! I'm roaming on Alltel in Kansas and no longer get "data roaming is prohibited" and the white arrows under the 1x sign are there. I'm actually trying to sling - and am very, very happy that I have EVDO! - sheureka

Others are verifying as well.

There is also this tidbit from Luv2chill:

Even more interesting (to those of us with SD cards anyway) is the PP_LockUp_Apac_212705.sa file, which at first glance seems to be an attempt to fix the DSOD issue we've all been battling for a year now. It updates the following files:

ohci.dll
qct.dll
qctusb.dll
rilphone.dll (appears to be the same version as in the ril cab above)
SDMemory.dll

The first three appear to have something to do with the USB subsystem... what's interesting is the last one. I've gone ahead and installed this on my 2.06 ROM... I will put in my minisd card and see if I get any DSODs.
