XV6700 .Net Compact Framework-NEED HELP

I got the Iphone file from here http://www.whoneedsaniphone.com/for...ic.php?f=7&t=34
followed everything correctly...but i get an error that says:
"This application (FUIServer.exe) requires a newer version of the Microsoft .NET compact framework than the version install the version installed on the device."
when I try to run the FUIServer.exe file

Where/how do I download/upgrade this?
