Skipping carrier customizations

After a hard reset, should I skip carrier customizations? Some say yes, and some say no, can you tell me why I should or shouldn't? What do these customizations do?
I have Telus Mobility, a PPC-6700, and WM6 custom rom.

Yes, skip them. Carrier customizations are built into Helmi's WM6 ROM.
