Apps on Storage Card after Rebuilding ROM

Looks like anything I installed on my storage card still works even after I reflash my ROM.

All i need to do is repoint to the programs to make shortcuts?
Or is that wrong?
Or do i need to reformat the storage card and reinstall?

Seems like the apps are still working from the storage card.

depends on the program. If programs have today screen plugins, registry entries and stored files that must be on main device memory then you have to reinstall. What programs are we talking about here?
