Right now there's only a few applications like finger flick contacts that scroll like that. Either the program has to be written to scroll that way or to do it universally there would need to be an application that reads the touchscreen input before sending it to the window. If you do a search for flowfx or htc touchflo you'll find some more info.

i use contact manager but i would like to be able to finger scroll in every app that has scroll bars.

yeah, the fingerflick scroll is awsome, i think pocketCM has it set like that as default
