On Screen Keyboard pop up

Is it possible to make a registry change so that your on screen keyboard ONLY pops up when you tap on the keyboard icon.

Really the only thing I ever use my on screen keyboard for is "\" and once I use it the first time for a backslash it ever so unhelpfully pops up anytime there is a text field on the screen.

The second link is SIPchange (You would use this to automatically make nullkb or whatever method of onscreen entry the default)
