To get your MSL, there is a program called MSL Grabber and another called BAF MSL... search and try and see what happens.
Also, look into other phone on those 2 networks. Any of them Pocket PC's/Windows Mobile? Better yet Do they have the same phone (6700) out for their networks? IF SO you will need to get your hands on the right 6700, then learn to dump the ROM and Radio... ummm... I really don't know the specifics of getting a phone on another network... better wait for someone who's done it to chime in here... Just giving you a place to start  Also, take a look over at XDA-Developers.com . They are a FAR more GLOBAL pocket pc site. You'll probably find more "awake" people there, considering we are north american and youre waaaaay over therrrrrrrre! Good Luck!
