In case anyone else has this problem,
The game doesn't seem to save the players or settings when it's closed out. Example: I like to play with 6 players and no stupid super jump rule.
So if you'd rather not have to set up the players and settings EVERY time you start a game, just set it up the way you want it and save the game before you make your first move. The next time you want to play, just reload your saved game and presto, the game is ready.
