For starters, with the Motorola Q you will have to enable EVDO ring through every time you power up the device.
Jeff, what i need you to do is when you are connected to data in 1X, go to the dial pad and enter ##debug# and post back what your AN-AAA indicates. you will have to select HDR in the upper left hand dropdown.
Also, will your handset iota? (update vision profile)

Lattisimo,
I don't need to force EVDO only like Jeff, but I'd like to be able to data roam on EVDO in my home area, because Sprint has no EVDO coverage here. It detects Alltel EVDO, but when I try to connect to it, it times out, falls back to 1X and connects. DEBUG says 2=Failed Authentication in AN-AAA. I cannot IOTA; I had to call Sprint to get regular 1xVision working at all. Any suggestions?

with sprint, when your device has a PRL beginning with a 2 it knows to connect to the AN-AAA first, then if it fails to connect (fails authentication in this case) it defaults to the AAA. i am just making an assumption but i am not sure when your device is in roaming if it tries to authenticate that it even tries to authenticate on altel's AN-AAA.
i think i have seen a thread that mentioned EVDO data roaming but i am not sure where, this was some months ago. if in your situation i would try updating the device with an altel prl and see if you can't get it to authenticate. if you can show that the device is trying to connect to the AN-AAA first but failing to authenticate then that would most likely be that Altel will not athenticate other carriers on there EVDO network.
i am by far an expert on prl, radio, and radius servers but i hope my specutaions point you in the right direction.
