Alternatives for WinCE Cab Manager

Does anyone know any free alternatives for WinCE Cab Manager?

The software seems a little pricey for me at the moment, since I don't know how much time I'm going to be devoting into this ROM creation thing. Even some documentation on how to do everything manually would help.

Does Microsoft's Embedded Visual Tools help get this done?
