can someone upload MMS 3.0.16.16 cab file

I like this newer version (3.0.16.16) since I think it is faster when you open outlook.
But I need the actual cab file instead of the Kitchen OEM for the old 2.06 ROM. I tried stuff the files in, then import registry entried listed in .rgu file, it did not work. So I need to create a dummy file using the cab file. Thanks in advance.
