Read a bit more carefully. The KB isnt his issue. He is saying when he boots his phone is says NONE next to where it gives the version numbers for P and R. So basically he has no radio (cellular) on his phone.
Trust me when I say that you need to know exactly what the ebay listing said and did it tell you there were issues with this phone? Did the seller mention anything about ANY part of it being non-functional or AS-IS for any reason? If so and if you knew this and/or didnt pay full attention to the listing then you are screwed. However, if the seller sold it to you under false pretenses then you need to get back in touch with the seller and try to work it out. If that doesnt work then file a claim againt him on ebay and Paypal if you used it.
Once the radio is gone, its gone, this is now a hardware issue. The most you bought was a functional PDA with no cellular usefulness.
