What is the Best Way to Format MiniSD in Dos???

What exactly is the Best dos command string to format a minisd.
I have two a 2 gb and 4gb to format.
I have an attachment to connect to my usb port.
I know there are suffixes you add to the format command to select different things like either fat 16 or 32 and byte size and other things.
Any suggestions are welcome.
Both are topram from ebay.
